Hejian City Kicks Off 11 Key Spring 2022 Projects
On the morning of March 1, 11 key projects with a total investment of 1.516 billion yuan were officially launched at the site of the annual 3,000-metric-ton white ball and 3,000-metric-ton Type IV resin catalyst production project—a subsidiary of Kaier Environmental Protection Technology Co., Ltd.—located in the Hejian Economic Development Zone (East District). This event marked the official kickoff of our city’s 2022 key project construction efforts and ushered in a new wave of accelerated project development and high-quality growth across the city.
Liu Guoqing, head of the Second Inspection Team for Cangzhou City’s Major Work Inspection (stationed in Hejian), and Hejian City leaders Xue Depei, Wang Zhanqiang, Nan Yan, Zhao Jiantao, Du Weiwei, and Yang Zhongzhi attended the progress meeting. The ceremony was attended by the heads of relevant municipal departments, the heads of all townships and subdistrict offices, members of the Economic Development Zone’s leadership team, and representatives from the organizations responsible for the projects being launched simultaneously.
Zhao Jiantao, Member of the Municipal Party Committee Standing Committee and Executive Vice Mayor, delivered remarks at the progress meeting, urging entrepreneurs to remain passionate about their ventures, maintain firm confidence in development, pool their best resources, and ensure that projects are constructed to high standards, advanced efficiently, and completed to a high quality. All functional departments should take this progress meeting as an opportunity to focus on project construction as their primary task. In line with the spirit of the “Three Coordinations, Three Expansions, and Four Initiatives” campaign, they must expedite the fulfillment of preliminary requirements—including land allocation, procedural approvals, and funding—and spare no effort to resolve difficulties and overcome bottlenecks in project construction. This will ensure that projects actually break ground, proceed rapidly, and are included in official statistics as soon as possible, thereby making new and greater contributions to building “a city of economic strength and a beautiful Hejian.”

Afterward, the attendees watched a live broadcast of the on-site promotion meeting for key spring 2022 construction projects in the province and Cangzhou City.
The 11 key projects launched simultaneously in this ceremony have promising market prospects and strong growth potential, and will play a vital role in supporting Hejian’s high-quality development. Among them, there is one modern service industry project with a total investment of 330 million yuan; four strategic emerging industry projects with a total investment of 370 million yuan; four projects aimed at modernizing industrial chains with a total investment of 520 million yuan; and two infrastructure projects with a total investment of 296 million yuan.

Kairui Environmental Protection’s project to produce 3,000 metric tons of white spheres and 3,000 metric tons of Type IV resin catalysts will further meet market demand while advancing our strategy to focus on high-end products. Upon completion of the project, our company will become the enterprise with the most comprehensive product range and the largest production capacity in China’s resin catalyst industry. Moving forward, we will remain fully focused on the construction tasks, meticulously plan our efforts, strictly ensure quality, and prioritize safety, thereby contributing our full share to enhancing the quality and accelerating the progress of the project.
It is understood that in recent years, our city has upheld development as its top priority, remained steadfast in its strategy of “building the city on industry and strengthening it through projects,” and actively seized the major opportunities presented by the coordinated development of the Beijing-Tianjin-Hebei region. We have continuously focused on attracting investment to boost long-term growth potential, advancing projects to strengthen our capabilities, optimizing production factors to enhance support, and improving mechanisms to ensure implementation, all in an effort to accelerate project construction and improve efficiency. In 2022, our city had four projects included in the provincial key construction projects list, with a total investment of 6.251 billion yuan; 18 projects were included in the Cangzhou municipal key construction projects list, with a total investment of 9.242 billion yuan.

Our bureau will use this on-site promotion meeting as an opportunity to further implement the work requirements of Hebei Province and Cangzhou City regarding boosting investment, launching projects, and promoting development. We will strengthen the implementation of the Municipal Party Committee and Municipal Government’s decision to “build the city on industry and strengthen it through projects,” and establish and improve a work mechanism centered on “implementation, assessment, assurance, accountability, promotion, and evaluation.” We will thoroughly implement the initiative to enhance the quality and efficiency of key project construction, stay focused on our objectives and tasks, closely monitor key milestones, and reinforce accountability to ensure a strong start to the first quarter, thereby driving high-quality economic development through high-quality project construction.
Overview of Projects Commencing Construction
Hejian City Anjia Textile Co., Ltd. — Fishing Net Yarn Production Line Construction Project
Covering an area of 55.08 mu, the project involves the construction of 30,886 square meters of new production workshops, raw material warehouses, finished goods warehouses, office spaces, and ancillary facilities. It includes the purchase of 30 mechanized fishing net yarn production lines, 36 units (sets) of advanced production equipment (such as forklifts), and supporting safety and environmental protection equipment. The project has an annual production capacity of 6,000 metric tons of fishing net yarn.
Xintu Education Technology Industry Co., Ltd.’s Hejian Shijing Senior High School Construction Project
Covering an area of 116.58 mu, the project primarily involves the construction of teaching buildings, practical training buildings, laboratory buildings, student dormitories, student activity rooms, an auditorium, a cafeteria, a campus cultural center, and supporting facilities, with a total floor area of 66,485 square meters. Upon completion, it will operate as a general senior high school with three grades and 20 tracks, accommodating 3,000 students; and the vocational high school will have a capacity of 3,000 students.
Hebei Zhongjia New Materials Co., Ltd. Annual Production of 20,000 Metric Tons of Copper Tubing Project
The project leases 8,500 square meters of Workshop No. 1 from Hebei Jintong Technology Co., Ltd. and purchases a total of 50 sets of equipment, including a horizontal continuous casting line, a straightening and milling line, and a hydraulic copper scrap forming machine, with an annual production capacity of 20,000 metric tons of precision copper tubing.
Taitong Cable Co., Ltd. Power Cable Relocation Project
The project leases a workshop from Hebei Jizhou Intelligent Technology Co., Ltd., covering an area of 27,000 square meters, and involves the relocation and purchase of 110 units of advanced production equipment and safety and environmental protection auxiliary equipment. Upon completion, the project will have an annual production capacity of 7,000 km of specialty cables; 300 km of PVC cables; and 55,000 km of low-voltage cables rated at 1 kV and below.
Kairui Environmental Protection Technology Co., Ltd. Supporting Project for an Annual Production Capacity of 3,000 Metric Tons of White Beads and 3,000 Metric Tons of Type IV Resin Catalyst
Covering an area of 17,500 square meters, the project involves the construction of workshops, warehouses, tank farms, and supporting facilities such as wastewater treatment facilities, totaling 19,000 square meters. Several units of equipment, including synthesis reactors, condensers, dryers, chloromethylation reactors, and gas-fired boilers, were purchased. The project is designed for an annual production capacity of 3,000 metric tons of white beads and 3,000 metric tons of Type IV resin catalyst.
Hejian City Funiu Soy Products Co., Ltd. Fully Biodegradable Plastic Products Project
Covering an area of 9.1 mu, with a total floor area of 6,500 square meters, the project involves the construction of production facilities, a security guardhouse, and other supporting infrastructure. Upon completion, the project will have an annual production capacity of 4,000 metric tons.
Hebei Ruijin Drill Bit Manufacturing Co., Ltd. Oil Drilling and Production Equipment Project
A 2,664-square-meter production workshop will be acquired, primarily for the remanufacturing of oil drilling and production equipment, as well as import and export operations.
Hejian City Hanxing Machinery Equipment Co., Ltd. Filter Equipment Project
A 1,958.58-square-meter production workshop will be acquired, primarily for the production of filter equipment and accessories.
Hejian Zhonghao Machinery Equipment Co., Ltd. Machinery Equipment Project
A 1,958.58-square-meter production workshop was acquired, primarily for the production of fully automatic pipe cutters, column-mounted steel supports, single-hole drilling machines, and CNC machine tools.
Cangzhou Xingbieying 220 kV Power Transmission and Transformation Project
Construction of the new Xingbieying 220 kV substation, primarily comprising 2 × 180 MVA main transformers, 4 × 220 kV feeders, 5 × 110 kV feeders, 16 × 10 kV feeders, and 1 integrated switchgear room; construction of 61.76 kilometers of new 220 kV overhead lines and 0.24 kilometers of new 220 kV cable lines; supporting expansion and telecommunications projects.
Hejian Xicun 110 kV Transmission and Substation Project
Construction of the new 110 kV substation in Xicun, Hejian, Cangzhou, including one integrated switchgear room, one auxiliary building, and one pump house; installation of two 50 MVA main transformers, two 110 kV feeders, and 24 10 kV feeders.
