In 2017, China's automobile ethanol gasoline related policies were successively issued: on September 7, the State Administration of Quality Supervision and Administration of the People's Republic of China (AQSIQ), in conjunction with the Standardization Management Committee, issued and simultaneously implemented the two standards GB18351 "Ethanol Gasoline for Vehicles (E10)" and GB22030 "Ethanol Gasoline for Vehicles Blending Component Oil"; On September 13, 15 ministries and commissions jointly issued the Notice on the Implementation Plan for Expanding the Production of Biofuel Ethanol and Promoting the Use of Ethanol Gasoline for Vehicles, which determined to promote the use of ethanol gasoline in Northeast China and other provinces and cities from 2017, and to basically achieve full coverage nationwide by 2020. According to the technical requirements of vehicle ethanol gasoline (E10) (VIB), the content (mass fraction) of other organic oxygenates in ethanol gasoline except ethanol is not more than 0.5%, which means that the etherified products represented by MTBE cannot be added into gasoline as a blending component. By 2020, MTBE will stop using.

　　As the main way to utilize C4 isobutylene, after the construction boom in previous years, the domestic MTBE capacity has reached 17.5 million tons, and the upstream and downstream links of the C4 industrial chain have been very mature. After the shutdown of MTBE plant, the transformation of MTBE plant with a capacity of nearly 20 million tons is an urgent task for the current C4 industrial chain. The reality faced by oil refining enterprises is that, on the one hand, a large number of isobutylene needs to be utilized, and the added components of high-octane gasoline need to be supplemented; On the other hand, for downstream C4 deep processing units, such as butylene-1 separation, methyl ethyl ketone, sec-butyl acetate and direct alkylation, isobutylene needs to be completely or partially removed. Therefore, before 2020, how to make use of C4 resources, especially isobutylene, and how to connect the upstream and downstream devices of C4 after the MTBE unit is shut down will be the primary problem faced by oil refining enterprises.
